[Cin] Cinelerra HV 8 is out!

Just a minor change that I checked into GIT -- I updated Cinelerra_factory
presets to incorporate a couple of changes that were carried in HV 8.0 that
were missed corrections/improvements.  Also updated plugin.opts for
F_drawgrid so it has default rule-of-thirds when added to the timeline (it
does not make any sense to have it do nothing as before or else you would
not bother dragging to the timeline in the first place).
