[Cin] update libsndfile to 1.2.2 , bug with 24 bit raw pcm still exist :(

Andrew, you are probably right. It occurs with previous version of
libsndfile 1.0.28 too WHEN you check "Use FFMPEG" on the first "Create DVD"
window AND then choose "Raw PCM" for audio. AC3 works fine in this case.
I suppose I should log a BT even if it will never get fixed.
