[Cin] update libsndfile to 1.2.2 , bug with 24 bit raw pcm still exist :(

Checked into GIT the 1.2.2 libsndfile version - was 1.0.28.
Also, checked in window.C with MAXCHANNELS set to 32 instead of being set
to 6 when greater.
