[Cin] Issues to prepare a test on UB 24.04

Right now your package management system is in broken state. You'll have to
repair it first, overwise the damage to system will be much greater. Try to
remove oem-tlp-config-sound-power-saving with apt remove or dpkg -r.

The rpm and deb worlds have some differences. For example, in rpm you can
overwrite files from one package with files in another package. In debian
based systems its forbidden.
