[Cin] [SemiOT] CUDA

Andrea, we can duplicate the problem here.  GG traced this down to "nvdec"
on the decode/read-in side.  He is looking into it further still.  Just out
of curiosity did Mandel and N_Body Cuda plugins show up in Resources Video
Effects?
