[Cin] Changed format of Release Notes

The file, releasenotes.pdf, accessible from the website under
Download->Documentation will now reflect the changes that have been checked
into GIT.  In the past Release Notes were only updated when new builds were
released at the end of the month.  So if you look at the current pdf file,
you will see all of the changes that Andrew has made that were tested and
checked in + whatever else was.
