[Cin] Issues to prepare a test on UB 24.04

oem-tlp-config-sound-power-saving : Depends of: tlp but not installed
oem-workaround-disable-tlp-lp1724191 : Depends of: tlp not installed
It's not a cinelerra package problem, it's something wrong with system
itself. A few general steps to solve the problem: disable all ppa and
non-official repos, update cache with apt update and try again.
